Read moreAs part of the Property Rights Programme (PRP) of the European Union (EU), this EuropeAid project contributes to the reform of the land and property rights sector in Albania. It aims at the development of a central integrated land information system, part of the digital transformation process in Albania, to ensure everyday operations of relevant institutions of the land and property right sector.
The focus is on the design of quality standards and methodologies and as such supporting the State Cadastre Agency as the main implementing organisation in Albania.
The overall objective of this project is to strengthen the protection of the property rights in Albania and its capacity to guarantee the right to ownership, being one of the fundamental rights to the citizens of Albania.
This project focuses on the modernisation and improvement of property rights data through technical design of standards and methodologies and by ensuring quality control (QC) of digitisation and system development results.
1. The central integrated land information system & database (ACLIS) is Quality Controlled (QC-d) and tested for rolling out/to be populated with data.
2. The newly digitised and updated ‘kartelas’ are QC-d, validated and migrated to the central database.
3. Data improvement related methodologies, specification and standards are provided to the SCA.
4. Recommendations for the SCA Digitisation Centre on reorganisation and capacity building on new digitisation processes and standards are provided.

The idea behind ‘Fit for purpose’ is that land administration should be designed to meet the needs of people and the environment. It also should identify the way land is occupied and used within a relatively short time and at relatively low costs.
The 'LAND-at-scale' project in Colombia aims to support land administration processes of indigenous and Afro-Colombian communities in a fair, efficient and effective manner.
Kadaster will assist in developing plans for an integrated land registry and cadastre system, including both statutory and customary land rights.
Following up on the first NSDI development project in St. Lucia in 2019, concentrating on the legal and business analysis and reflected in a change implementation strategy, the World Bank has awarded the extension of this project to the consortium of Kadaster and KU Leuven.
