Colombia: Land tenure for peace

The Colombian peace agreement was signed in November 2016. This ended a long during armed conflict between the Colombian state and the guerrilla movement FARC. The principal point of the agreement is the integral rural reform. The Colombian government plans to have a nationwide coverage of land tenure by 2025. It is estimated that up to 60% of rural lands in Colombia do not have a property title registered in public instruments.

'Land in Peace' is a project of Kadaster, funded by the Dutch Ministry of Foreign Affairs to contribute to the implementation of the peace agreement, focusing on fast and efficient land administration in post-conflict areas.

Transparency is ensured by involving beneficiaries in fieldwork with engineers or technicians. Property owners know their boundaries and participate in public inspections, resulting in efficient and transparent processes with agreed-upon boundaries.

More about this project

The project’s objective is to speed up formalisation and cadastral actualisation procedures. And influence national policy by the Fit for Purpose approach through high level political debates, interinstitutional cooperation, technical workshops and piloting. Grassroots surveyors, particularly local youngsters, to be part of these procedures and the legal and technical norms to be simplified to increase the legal land tenure security.

  • Security of land tenure (for all, including vulnerable groups like women) for Colombian farmer communities in post conflict areas.
  • The Fit-for-Purpose Approach is the leading methodology for obtaining tenure security.
  • First phase: January 2017 - December 2020
  • Second phase: January 2021 - December 2023

The project is implemented by Kadaster with the Embassy of the Kingdom of the Netherlands in Colombia, with support from ITC Twente and the Colombian Universidad Distrital.

Formal relations are established with:

  • the National Land Agency (ANT)
  • the Geographic Institute Agustín Codazzi (IGAC)
  • the Superintendent of Notaries and Registry (SNR)
  • the National Planning Department (DNP)
