Tunisia: Inclusive land consolidation to improve access to credit

The project “Access to Land and Credit” in Tunisia is aimed at structurally transforming agriculture through improving land consolidation procedures and efforts. This leads to employment opportunities for Tunisian youth. Kadaster works with the International Development Law Organization (IDLO) in the project, which is financed by the Dutch Embassy of Tunisia.

Land consolidation is an important instrument to support this agricultural transition. Kadaster supports IDLO in increasing interest by land holders and food producers to participate in land consolidation efforts by the national agency (Agence Foncière Agricole). At the same time, Kadaster builds capacity of the responsible national agency to increase participation by farmers and effectively consolidate land more effectively.  

Land consolidation supports farmers in securing tenure, increasing parcel sizes and can attract more capital to invest in their land and in labour.

More about this project

As of 2023, Tunisia’s overall unemployment rate stands at more than 16%, with particularly alarming rates of 30% for youth and 22% for women. The agriculture sector plays an essential role. Not only economically, but also in terms of employment. The agricultural sector employs the majority of people in regions where poverty rates are highest. These are the regions where prospects are poorest and that face alarming rates of depopulation and migration. Structural transformation in agriculture is needed to improve welfare and increase employment opportunities. Land consolidation plays a vital role in this process.
