Read moreTogo has been committed to reforming its land sector for several years now. One of the results up till now is the adoption of the Land and Property Code (Code Foncier et Domanial) in 2018. The LRAP project supports the Togolese government in its land reform process and in the operationalisation of the Land and Property Code. The project aims to improve land tenure security for the population, thus creating the conditions for increased agricultural investments, and, consequently, improved agricultural productivity.
The LRAP project is part of a four-year threshold programme agreement between the Government of Togo and the United States of America (acting through the Millennium Challenge Corporation), aiming at reducing poverty through economic growth.
We have seized the opportunity to focus on synergy and strengthening all land management institutions in order to improve the quality of and access to our services for all users.
The main aim of the LRAP project is to facilitate the official registration and protection of the rights of smallholders with customary and informal land rights, in order to increased investment in the agricultural sector.
Specifically, this will involve :
The LRAP project is being implemented by the implementing agency of the Millennium Challenge Account Togo (OMCA-Togo), with strong involvement from the main ministries responsible for land governance in Togo.
A Consortium consisting of VNG International (main contractor), Cadasta Foundation, Kadaster International and WiLDAF-Togo was contracted in order to provide technical assistance to OMCA-Togo. The Consortium started its work on 1st August 2022.
Base period: 1st August 2022 – 1st August 2023
Implementing period: 1st August 2023 – 31st March 2026

The idea behind ‘Fit for purpose’ is that land administration should be designed to meet the needs of people and the environment. It also should identify the way land is occupied and used within a relatively short time and at relatively low costs.
Up to 60% of the rural population in Colombia does not have legal proof of ownership over their land. At the current pace it will take centuries to realise tender security for all. This project aims at speeding up the process.
Kadaster will assist in developing plans for an integrated land registry and cadastre system, including both statutory and customary land rights.
To establish an infrastructure of systems and procedures for the initial registration and updating processes. The ANDF staff will have acquired the necessary expertise and some parts of the country will be registered.
